Board of Directors:

Tom English, Board Chair

The Reverend Deacon English has been a chaplain at the Lane County Jail for St. Mary’s jail/prison ministries since 1999. He holds a Master’s Degree in Corrections. Tom has served on the Oregon Criminal Justice Council, which recommends criminal justice policy to the Governor and the Legislature and to the Sentencing Guidelines Board, which oversees implementation of Oregon’s felony sentencing guidelines. He has also served as a member of the Board of Directors of the American Parole and Probation Association (APPA) and as a member of the APPA’s National Program Committee.

Dr. Mike Weinstein, Vice Chair

Mr. Weinstein is the Director of Riverbend Urgent Care at Peace Health Medical Center. He also is the former director of White Bird Medical Clinic.

Marlene Lasher, Secretary

Ms. Lasher is a social worker and past executive director of different human service agencies.

J. Norton Cabell, Treasurer

Mr. Cabell is a landlord and legislative director of the Statewide Rental Owners Association. He is also the Chair of the Intergovernmental Housing Policy Board.

Margaret Hallock

Ms. Hallock is the Director of the Wayne Morris School of Law and Politics at the University of Oregon.

Dr. Steve Lambros

Mr. Lambros is medical “Urgent Care” doctor working at Peace Health.

Ilisa Rooke-Ley

Ms. Rooke-Ley is a staff attorney for the Public Defender Services of Lane County.

Zoe Roman

Ms. Roman is an appraiser at Duncan and Brown.

Peter Shannon

Mr. Shannon is a licensed sex offender therapist.

Barbara Shields

Ms. Shields is an attorney for Home Federal Bank.

Kieran Walsh

Mr. Walsh is a retired real estate investor and local soccer coach.

Larry Wibbenmeyer

Mr. Wibbenmeyer is a retired Lane County Parole & Probation officer.

Dave Winett

Mr. Winett has a background in corrections, having worked as the warden for the California Department of Corrections and is currently employed as an inspector of ICE dention facilities around the country.
